Throughout his career, Dr. Layne has passionately worked to transform student outcomes and advance opportunities for students in disadvantaged communities. Most notably, under Dr. Layne’s leadership, Oscar Dean Wyatt High School in Fort Worth ISD propelled from a struggling campus to one of the best in FWISD and closed achievement gaps for African American students. In 2018-19, O. D. Wyatt shifted from 58 rating to a 78 rating overall. Additionally, Dr. Layne collaborated with area philanthropists to develop an early collegiate program at Wyatt H. S., social/emotional supports that cut referrals and discipline by more than 60%, increased attendance from 89% to 94.5%.
Dr. Layne earned his degree in Business & Finance at Texas Tech University, master’s degree in Ed. Administration from Texas Women’s University and doctoral degree in Educational Leadership from Tarleton State University. He and his wife have been married for 20 years.
